The short answer
A flat roof in Calgary costs whatever three things add up to: the membrane system you choose, what is hiding under the old roof, and how well the roof drains. Two garages of the same size can get very different estimates if one has soggy insulation and a low spot that holds water.
Published “average” flat roof prices are close to useless. What you need is a written estimate built from your own roof.
How flat roofs are priced
Flat roofs are measured in squares, and one square is 100 square feet of roof surface. Because a low-slope roof has almost no pitch, its area is close to the footprint it covers, so measuring is simpler than on a steep roof.
The membrane is only one layer of a flat roof assembly, and often not the most expensive part of the job. A typical estimate also carries:
- Tear-off and disposal of old membrane, felts, gravel and wet insulation.
- Insulation and cover board, which keep the deck warm and give the membrane a firm base.
- Flashings where the roof meets walls, curbs and pipes.
- Edge metal, drains and scuppers, which control where water and wind go.
Area-based items scale with squares; detail work does not. Parapets, skylight curbs and clusters of vent pipes are slow, hand-cut work, so a small roof with lots of edges can cost more per square than a large open one.
Cost by flat roof system
The system you pick changes the price, but less than most owners expect once insulation, tear-off and details are counted.

A coating never fixes wet insulation, failed seams or ponding. Treat it as upkeep for a roof that is still healthy.
Replace, recover or repair: how the price changes
The condition underneath decides which option is cheapest over time, not just which has the smallest first bill. A recover puts a new membrane over the existing roof; a replacement strips down to the deck; a repair fixes one problem.

Factors that raise or lower the cost
Most flat roof cost drivers can be spotted before work starts, and a good estimate names each one.
Tear-off layers and disposal
Every layer coming off adds labour, bins and disposal weight. Old tar and gravel is the heaviest to remove.
Wet or damaged insulation
Soaked or crushed boards must be replaced, and the extent is often only clear once the membrane is opened.
Deck repairs
Rotted or soft sheathing is replaced before anything new goes down, usually priced by the sheet.
Tapered insulation to fix ponding
Building slope into a level roof adds material and careful cutting, but it removes the leading cause of early failure.
Drains and scuppers
Replacing drain bodies, adding an overflow scupper or moving a drain to a true low point changes the scope.
Parapets, walls and curbs
Membrane has to run up and over every vertical surface, finished with metal caps or termination bars.
Rooftop units and penetrations
Mechanical units may need lifting or reconnecting, and every pipe or vent needs its own flashing.
Access, height and material hoisting
Upper-storey roofs, tight inner-city lots and back-lane access add staging, hoisting and carrying time.
Cold-weather limits
Adhesives and seam work need suitable temperatures. Winter work waits for chinook windows, which adds planning and can add labour.
What a complete flat roof quote should include
A complete flat roof estimate describes the whole assembly from the deck up. Check that each quote lists:
- Tear-off scope, including how many layers and whether insulation comes off.
- Deck inspection and repair pricing for any damaged sheathing.
- Vapour control on the warm side of the insulation.
- Insulation and cover board, with tapered sections where slope is needed.
- Membrane type, thickness choice and seam method.
- Flashings at parapets, walls, curbs and every penetration.
- Drains, scuppers and edge metal, new or reused.
- Cleanup and disposal.
- GST, shown clearly.
Insurance and flat roofs
Insurance tends to pay for sudden damage to a flat roof, such as hail punctures or wind lifting the membrane, and not for leaks from ageing seams or ponding. Hail punctures are easy to miss, so photograph the roof after a storm when it is safe.
Roof age shapes the payout. Under 15 years, an insurer may pay for replacement minus your deductible; between 15 and 25 years, payouts are typically depreciated by 50–80%; over 25 years, expect actual cash value or a denial. Garages, additions and balconies: small roofs, specific costs
Small flat roofs rarely cost proportionally less than large ones. Setup, material delivery, disposal and minimum membrane quantities are much the same for a small roof, and a larger share of the job is edge and flashing work.
- Garages often tie into a house wall or neighbouring structure, which needs careful wall flashing.
- Additions usually sit below upstairs windows or siding, so the membrane must turn up and tuck under existing cladding.
- Balconies over living space need extra detailing at door thresholds, railings and drains, plus a protection layer for foot traffic, because a leak lands in a room below.
How to compare flat roof quotes
Line up quotes item by item, because the lowest total often leaves out insulation or drainage work. Ask each roofer:
- Are we comparing the same system and sheet thickness?
- Is insulation replaced, and is a cover board included?
- Does the quote fix ponding, or just cover it with a new membrane?
- Is it a full tear-off or a recover, and why?
